Since the late 19th century the Jamaican authorities set an agenda to push the development of technology in the nation (Kulkarni 4). The main aim was to position Jamaica as a critical player in the area of information technology. The presence and utilization of technology in Jamaica is not high as compared to developed nations but it is making attempts to be one of the best in third world countries that utilize technology. One of the critical resources in Jamaica is bauxite. As a result, Jamaica was the first emerging nation to develop scientific regulations to direct and control the utilization of information technology in the mining of natural resources (Robinson, et al. However, about 11. 4 percent of Jamaicans have never used the internet, and most of them do not even understand the importance and use of broadband internet.
