[Seniors and Poverty] [Author] [Institution] There has been a serious issue on the aging population for working professionals in Canada. A lot has been tried to isolate the potential effect of aging in regards to health and social services majorly due to the demands raised by the senior population. The primary focus has however changed from how to provide these seniors with a long-term solution to whether or not there is enough capacity by the government to give the older population these services. Corporate streamlining and downsizing strategies have been a result of the implemented federal and provincial fiscal policies. These policies were generated by the public sector with an agenda of reducing the deficit. Canada has been known to have such conservative trend despite the fact that the policies were designed to bring about “increased efficacy.” (NACA 2005) Historical context is vital for one to understand and appreciate M. Order Description:

What is the social problem your policy is trying to address i.e. employment insurance and the problem of unemployment. It would be helpful here if you can give me parameters for the problem. How long has it been a problem? Who is primarily affected? 2. Give me a description of the problem. When was it first seen as a problem? Have there been other interventions used to deal with this problem? Who decided that policy was necessary and why and who was or who were the authors of the policy? What are the fiscal and administrative tools of the policy? 3. Tell me about the ideology that is present in this policy and use at least 6 of the 8 elements in either the lecture notes or the Mullaly text to explain how you know this is an element and how that is demonstrated in the policy you are looking at. 4. Tell me what the policy might look like if it was re-done under another ideological framework again using at least 6 elements of the new ideology you are choosing to look at. 5. Compare and contrast the ideologies i.e. how would the program/policy look different or the same? 6. Critically analyse what this means for the program. 7. What would be the implications for social workers working within this program under different ideologies? I expect you to use at least two and as many as four (but not less than two) peer reviewed journal articles as references and there must be at least eight sources in your reference page - lecture notes and Mullaly count. Wikipedia and the Canadian Encyclopedia are not scholarly sources. Your assignment must be submitted with a title page and a reference page and written in APA (6th edition) style. Please review the grading guidelines to ensure you are answering all the questions outlined in that document. I do not want question and answer type of assignment submission but a paper that flows with proper grammar, spelling and indentation. Please let me know if you have any questions. Social policies are enacted to address particular social problems. Like social policy, the nature of social problems is a function of the ideological context. In other words, the framing of a social problem will greatly depend on deeply held values and assumptions. Students will write a 12-15 paged paper (double-spaced and not including references) essentially comparing/contrasting the perspectives of TWO main ideological paradigms as presented in class for a chosen social policy area. Instructions: Students will choose a Canadian social policy and will identify which ideology the policy CURRENTLY embraces (based on the ideological elements that we discussed in class). Then, tell me how policymakers would address the same social problem if an alternative ideology was embraced, including a policy that they would develop (again, using the ideological elements as your framework). For example, if you have chosen Employment Insurance, tell me what ideology EI currently embraces (i.e., neo-conservatism, liberalism, social democracy, Marxism, or Indigenous). Then tell me how policymakers would address the problem of unemployment, including the type of policy or program that they would create, if they adopted a different ideology (again, you are using the eight ideological elements as your framework.) The content of the overall assignment must include: A brief overview of the social problem that your selected social policy is attempting to address (i.e., poverty, unemployment, child abuse/neglect, domestic violence, etc.) (2 pages) A comprehensive description of the Canadian social welfare policy area under study. (2-3 pages). Your description should include a discussion of the following: What is the intent of the policy (i.e., intended objectives or outcomes)? Who is the target or recipients of the social welfare policy? What are the fiscal or administrative tools of the policy (e.g., cash benefits, vouchers, a service, legislation, etc.) What is the history of the policy (if applicable)? (How and why did it come into being?) Who was involved in its creation or development? Anything else that you think is important A discussion of at least 6 elements1 for both ideologies. Be sure to cover the following in your response. (3-4 pages for each ideology). For example, discuss the following: What is the view of human nature? What is the view of society? What are the social beliefs and economic beliefs? What is the role of the state in addressing the social problem (i.e., Nation-state)? Who would be the targets of the social policy options for each paradigm and why? (this could tie into view of human nature, society, and social belief elements) Who would be involved in the policymaking process? Who wouldn’t be? Why? Who would be the interested parties and their vested interests? (i.e., political beliefs) What is the view of social problems? How is the problem represented or defined? For example, is it viewed as the result of individual dysfunction or from a capitalist society? What is the view of social welfare (i.e., how does the policy attempt to solve the problem?) A discussion of the implications of the varying policy options for social workers and the social work profession in Canada? For example, do you foresee any unintended or unanticipated consequences of the varying policy options? As social workers, why should we care if a particular ideology was adopted for this policy? As social workers, can (or should) we advocate for a better policy? (1-2 pages) A properly formatted reference page (APA 6th edition) that includes at least 8 sources (again, Wikipedia or Canadian Encyclopedia does not count!); four of the sources must be peer reviewed journal articles. Citations and references in the paper must adhere to APA (6th Edition) style. Please format the paper using 12 pt. font and standard margins (1 inch). please i would like this done by thursday 23
