Public opinion cannot be used as an eternal truth. Voter opinions change from day to day, this is because the candidates are battling it out in the campaign field and changing the opinions of the public. On this issue, the public is not always armed with convincing and unambiguous views, and that is the nature of the public. According to Bell, Daniel (2000), citizens in many democracies are less concerned with some issues more than others, while others are less engaged in current public affairs.
