The city of Chicago agreed to the settlement of $2 million especially after it emerged that the mayor may be forced to testify in the case. The Plaintiffs in the case included Danny Echeverria and Shannon Spalding, who were the officers involved in a five-year investigation that sought to uncover the criminal enterprise within the Chicago police department. The joint FBI-CCPD investigation revealed that group of police officers headed by Sergeant Ronald Watts was responsible for protecting drug dealers from harassment by law enforcement and used their resources to sabotage their competition in exchange for money. As a form of retaliation, top CPD officials stripped them of their employment and expelled them as “rats” for violating the department’s “code of honor”.
