This sort of invasions has rendered law enforcement officers almost impossible to apprehend the offenders. Sources indicate that way of social media codes organise the mobs. This Strategic Report is addressed to the Mayor, whom on a petition by the business community, spearheaded the need to solve this problem conclusively. For this purpose, the Chief has formed an 8-unit task force. The 8-Unit taskforce will run a collaborative operation involving units drawn from the police enforcement and legal matters, and the State Law Office. One of the challenges identified in the uprising flash mobs is their use of social media codes to mobilise each other. The cybercrime unit will be tasked to come up with an algorithm that will run a search and flag such posts as a preventive measure.

In the event of investigations, the unit will be instrumental in gathering evidence involving the use of social media to enhance the menace. Juvenile Department- the preliminary report at hand is that teenagers and young adults perpetrate the flash mobs. The primary role of the unit in the task force is to reduce the number of youths that are vulnerable to the flash mob’s recruitment. Moreover, the unit will serve to restore the confidence of the business community and the residents of the city against the flash mobs by deploying more officers on the ground to enhance preserving peace, reduce fear, and enforcing the law. The unit also functions through extensive collaborations with the communities. Communications- the communications and dispatch unit will be included as part of the task force to tap on the department’s information sharing masterly and dispatch units as fast as possible.

Through the communications department, the task force will be able to respond appropriately to tips, emergency and nonemergency calls from members of the public. Besides, the unit will coordinate the safety and security of all road users, commuters and business owners in cooperation with the traffic control department. The units as identified in the strategy include the community relations, cybercrimes, crime analysis, communications, juvenile and patrol commander units. Each of the group will contribute uniquely in a manner that makes the city safe and secure and more importantly getting rid of the flash mobs. The task force is also going to work closely with the courts and corrections department to ensure that those responsible for the menace are punished according to the rule of law and serve their sentences accordingly.
