The objective of the militaries of the United States and the United Kingdom was to remove the inhabitants from the island to ensure that original inhabitants were displaced and that a military base was built without a local struggle between the native population and military personnel. Although it took several years to build a military base, it was evident that the United States was intentional on establishing an elaborate system. The central argument is that US officials and officials of the British military had very little regard for human life of the former slaves of African descent in the island (Vine 184). The book also has an intention of demonstrating how the story of military occupation was manipulated and narrated to the rest of the world.

In effect, the book is intended to explain how island natives were displaced to other islands unable to return to the place which they considered to be their native home. An unfolding story of the natives is told to demonstrate how they struggle to survive in exile in Mauritius and how they desire to return to their homeland. Moreover, the book has an objective of explaining the foreign policy of the United States from the cold war era to the era of the war on terror. In effect, David Wayne demonstrates the destructive effects of military actions. The Target Audience for the Book The target audience of the book primarily encompasses military action critics, Americans and Britons who have expressed interest in understanding how military installations are established.

The target audience of David Wayne also comprises of scholars who study the human costs of imperialism and war (Vine 84). The author attempts to explain the secrecy that surrounds the Diego Garcia Island as information about the displacement of the indigenous people has been concealed from the world and from Africans and Americans for a considerable period (Vine 169). The book is also instrumental in providing historical information about the archipelago which was formerly under British colonial control. The author states that the establishment of a military base in Diego Garcia was considered to be important after senior military officials observed that there was almost no military presence around the Indian Ocean. Admittedly, the author is able to demonstrate the importance of the Diego Garcia Island to the British military and the military of the United States of America by demonstrating how the presidency of Lyndon Johnson and John Kennedy were instrumental in the creation of a military base.
