Nelson then looked at the traffic officer removed the phone from uphold the decision of the trial court. He states that Carl Nelson was arrested for contravention of section 23123 while he was logically driving since the only thing that kept him stalled was the red light and not that he had stopped specifically to attend to the cellphone.
