Some of the more serious such crimes include; child pornography, prostitution, indecent exposure, rape, statutory rape and sexual assault among other offenses. Possessing, producing and distributing material intended to exploit a minor is a crime in state and federal (Findlaw, 2016). Rape is regarded a non-consensual sexual act committed through physical force or other duress. On the other hand statutory rape is sexual act with a minor who cannot consent to having sex. Sexual assault crime involves a sexual touching unwelcomed and offensive to the victim. The problems surrounding the legislation is the lack of evidence on its effectiveness. Research also indicate that medication lowering sexual drive is only helpful for groups of individuals whose crimes relate to abnormal erotic cravings. In addition, the act on safety and child protection of 2006 made a comprehensive system of registering sex offenders.

The act aimed at closing the gaps and loopholes existing under prior laws, as well as, strengthening nationwide sex offender registration network. The registration is a process for monitoring and to track sexual offenders after realizing them to the community. Following the increased child murder and abductions between 1980 and 1990 the safety of children became to be an important subject to parents. To control the situation, national legislators and the state began to make strict conditions for the convicted sexual offenders from prison. Residency restriction laws to sexual offenders were part of the efforts geared towards addressing the concerns. The restrictions prohibit children sex offenders from living near childcare institutions and schools. Criminal of such offense are required to keep a distance of not less than 1000 feet from such institutions (White, 2008).

The law applies to all sex criminals in spite of the age of their victims. Although the legislation have helped control the sexual offense vice, a lot needs to be done to ensure better control. A comprehensive approach to managing sex offenders would include a number of strategies. For instance, specialized supervision. This involves using of specially trained personnel to man a caseload of offenders. Use of GPS in monitoring sex offenders has recently gained significance in sex offender management. They provide real time location tracking of the offender. Further the GPS allow the authorities to know if the offenders enter prohibited locations. GPS monitoring can be both passive and active. The increase in use of social sites on the internet by the minors is in the United States of America was estimated at 92 percent in the year 2015 (Chan et al, 2016).
