Name Tutor Course Date France Healthcare System Overview of the System The healthcare system in France has prospered because it is characterized by an indomitable government effort in ensuring universal coverage and controlling the system sharing the healthcare costs and mixing both private and public sectors in funding (financing) and delivery of healthcare services. Such distinctive characteristics are based on three imperative guiding principles: pluralism solidarity and liberalism. The universal coverage commitment in the French Healthcare System is based on the principle of solidarity. In this principle there is a notion that mutual cooperation and aid should exist between the well and sick inactive and active and the payroll taxes of the health insurance ought to be calculated based on the ability to pay the premiums and not the actuarial risk covered. In France the universal coverage commitment goes beyond the National Health Insurance finance and involves the management delegating such decisions to the county and district authorities. Such an experience is consistent with the existence of Medicaid and Medicare in the US and demonstrates the differences experienced in counties and states when they are dealing with the people who are not insured.
