These categories are federal, state and local. As is the norm, when an individual gets ill they are expected to pay for their medical bills, however, the government of United States takes the responsibility of paying for two kinds of plans which are Medicaid and Medicare (The Future of Public Health. These plans were specially formed to ensure that the elderly, poor, children and disabled persons are able to get access to health care. The rest of the groups which carry the large majority of Americans receive get their health care bills paid by their employers. The government, therefore, has a role to play in the provision of better health care for its citizens. Among its responsibilities are collecting and analyzing health data and plan it, responsible for inspection and setting laws that regulate health services (Altman, 1983).

These and other responsibilities are part of the bigger picture on the roles that a state health system is responsible of. To enable it in carrying out this duty the state uses its police power in the enforcement and enacting of laws and regulations that promote health care services, therefore, they are guardians of the public interest and as such they are given the mandate to take actions that serve the purpose of protecting the citizens of United States. A Virginian state law phrase states that the state has the mandate to conduct authority through its delegates in the pursuit of public interest. United States has a total of 55 state health systems which include those form the fifty states and the Colombian District, Puerto Rico, America Samoa, Guam and the Virgin Islands in America.
