It champions to keep the public safe by apprehending criminal to reduce the crimes. It also implements individual freedom from abuse of power by law enforcement agencies. CJS is thus a full unit comprising various agencies established to control or minimize crimes in the society. It also has the mandate to impose penalties for the committed crimes at local, state and federal levels in collaboration with the police that partners with the court system. The CJS ensure law enforcement through court to correct and rehabilitate the offender of the crime or call for justice. A country guided with the CJP protects individual rights and liberties enhancing democracy for all its citizens. Social control theory gained prominence during 1969. The theory was established by Travis Hirschi examining how society varying concepts influences criminal behavior in the society today.

Scheck (2014) explains that the social control theory helps to understand and reduce the prevalence of criminal activities. Individual behaviors vary from each depending on the relationship bond affecting how one will judge the situation and apply social control theory to stop committing a crime. Social control theory proposes that person morality is created within the social order by assigning the expenses and the consequences to actions that are marked as illegal or conflicts with the laws governing the country. The CJS has thus sought to use the CJP to reduce the rate of juvenile and adults' incarceration. CJP has adopted social control theory as a behavior rehabilitation approach to reduce crime in the society. Social control theory thus seeks to understand how to reduce deviance or illegal activity.

Is the application bear impacts so far? The society offers something in return to its member as a reward of not choosing to do or indulge deviant activities. Juvenile delinquency intercession as managed by the juvenile justice system is seen as an actual way of controlling juvenile crimes to promote authentic social opportunities for youth (Cloward & Ohlin, 2013). The juvenile justice system compiles the laws and apprehends the offender according to the committed crime. It argues that the juvenile delinquency is approached with accordance with the juvenile behaviors. Though it contradicts with the social norms, some juveniles commit crimes as a result of poor parenting, crime-prone background and lack of discipline. Taking too severe measure against them is not the most appropriate solution as it would not help them rehabilitate or correct their behaviors, rather can worsen their attitudes and commits a more serious crime even while in prison.
