All the governments, that is, state and national, have equal responsibilities in the process of making policies. They also have simultaneous powers that enable them to negotiate in order to come up with some policies. Federalism only occurs when a country has more than two independent political units. All the governments involved have the equal share of power. In America, the power exercised dwells in the central governments. Dual federalism emphasizes the equal entities of both the state and national governments in the provision of various services in the nation. Power is mainly divided on the different basis. Each particular state performs different functions as compared to the other. In the united states, for example, the national government performed the following functions: Money printing, the establishment of the system of the court and enactment of laws, war declaration, the establishment of post offices, tax collection among other functions.

The state government also played a key role in the establishment of local governments, managing elections, controlling the safety and health of the public among other functions. The solutions for some crises were too big to be handled by the state governments. This forced the national government to take over. In the long run, it ended up obtaining more powers for itself than the state governments. How federal policies undermine democracy in the states Democracy is greatly declining in the united states.
