PWD employees are used to doing their jobs in their defined ways. They are unwilling to change their norms for many different reasons. One of the reasons as observed in the case is that the employees have limited levels of skills. Peter realizes that the employees do not have the necessary skills to take up the tasks that would be described for their positions. This means that there is the need for training so as the employees can understand and accept the changes that Peter will propose. This implies that people are not so proud of working for the organization.
