According to Michael Rowe (2012) argues that taking race seriously as an opinion, it results in a speculation in racist, therefore, it failed to test structural and ideological context. Therefore, it is understood n the sociological terms where social is a barrier and does not authorize and is actually a barrier to the development of political action. In my perception it has impacted all part of the justice system. Whereby, it can also be determined whether it can be treated by the justice system. In the social factors, it highlights international relationship that claims the different relationship which is shaped by strategic cultures. In fact, Garafalo argues that crime as a biological imperative could be controlled through punishments. Garafalo addressed him as the logic of the neoclassicists.

As far as he is concerned, the idea of partial responsibility remained firm. Ironically, these are exactly considered as the explanation offered for a range of conditions and illness. However, this generic model explains how some of the conditions are transformed into the reality. Whereas, others colleges and universities serve students with ethnic and racial such as historical black colleges and universities (HBCUs). According to Kofi Lomotey (2010), the white institution turned to Oxford and Cambridge for higher education in the colonial period. Today, children are growing up when they enter high school in the United States, about 10 percent of these individuals fail to finish their high school education because the school year has dramatically extended, and those who manage to get their bachelor’s degree are fewer about 10 percent of the individual.

In fact, historically, white institutions have strengthened racial contradictions on the scholars face when the individual instead of being both a scholar and a person of color face white students within the domain whereby, the individual former are clear the experts. Meanwhile, the school of color experienced lack of stability where no title case is likely to be considered as one's productivity. In the Africans, American colorism has its own origin in the United States whereby, the lighter skin children were enslaved in the household whereas then dark skinned children worked in the field. Following the emancipation of the light-skinned many of these were enslaved, the African had more privilege because of the advantages they had in their lives. African American, however, developed a number of strategies whereby, the dark-skinned brother and sisters were required for their skin to be lighter for the blue veins to be visible.

Because of the treatment given to both white and African brown to dark skinned they pursued various avenues to attain European standard of beauty. In the 21st century, brown to dark skinned women continued to use skin bleaching and straightening hair products. Moreover, the blacks have frequently been seen as violent people and when something of that kind happens and a black person is involved, they are mostly seen as the guilty party even if they are not. This is because of the believe that black people and their community promotes acts of violence and being law breakers. This inturnmakes the justice system to take a long time time to respond to the brutality that may happen to these community. The purpose of this question and response is to show the relationship that exists between the issue of victimization and race.

Black community in most cases are known to be residing in the residential areas as compared to the whites. We have a percentage of white people who live in the slums and areas similar to those blacks live and they are also criminals. The jails we have are not full of blacks and in real sense, the percentage of blacks in jail is less than that of whites. Police and other government firms should make it their obligation to respond to a complaint filed by a black person against a white person. By so doing, they will stop feeling neglected and they will be able to maintain peace in their regions and areas in which they are the majority.
