Proactive investigations are mainly covert in nature, meaning that the investigators involved try to hide their identity as well as the fact that they are conducting the investigation. In light of the above distinction, the type of investigation conducted in Betty’s New Car is proactive. This is because, first of all, it was conducted based on facts that led the investigator to believe that mail theft was actually taking place at the postal processing facility. In addition, there were no complaints from citizens on stolen mail or discoveries of rifled mail in the facility restrooms; the supervisor has suspicions that one of the employees was stealing mail because they had recently purchased a Cadillac which was not within her or her husband’s financial means.
