Many parents choose to work to make ends meet rather than stay home and watch their children. Single parents on the other end do not have the capacity to work and take care of their kids on a full-time basis. Therefore, a majority of parents prefer to take their kids to daycare facilities. Despite daycares being the best alternative for parents, not all daycares offer good services. Parents have to choose between daycares in search of qualified personnel to take care of their children. Due to the shortage of qualified staff in Victoria, a majority of the daycares are being forced to work with a minimum number of workers. These workers are forced to work long tedious hours. Despite how much the operators may want to give quality services, this can be frustrating to them and their businesses.

According to Wong, many of these daycare operators are wonderful but they are mostly frustrated and burnt out (Wong, 2). The situations have become worse in Victoria due to some daycares closing down amidst all the pressure. Dr. Richard Stanwick, who is the chief medical officer in the Island, reported that if a daycare provider is experiencing problems or has conditions that have to be fulfilled in the license then the officers will pay frequent visits to the facility. However, if the daycare is considered safe and at low risk then the officer may take 18 months before visiting a daycare. The medical officer further explains that many issues are dealt with accordingly while in some instances they are forced to cancel a license.
