Making the Business Case The Institute of Medicine (IOM) identified six aims for quality. Care that is efficient and effective are two of those aims. Efficient care considers the avoidance of waste, including waste of supplies, equipment, ideas, time and energy. Also included in the efforts to eliminate waste are the better allocation of existing resources which includes making those resources available to the individuals who need them. In other words, reducing unnecessary waste in healthcare can provide hospitals and medical practices with the additional cash flow needed to re-invest in their people and to obtain new equipment. Effective care, on the other hand is the provision of services that have a scientific basis and utilizes the latest evidence to support best practice. Effective care integrates the best research evidence, clinical expertise, and also incorporates patient values. Making a business case incorporates efficiency and effectiveness. A business case focuses on justification for initiating a project or a new initiative. Whenever an organization anticipates committing funds or resources to a project, the business case for the project should be supported by a demonstrable business need. In making the business case, the following are important to consider: • Demonstration of the business need for a given action (project, program, initiative, etc…) • Confirmation that there is a need for the project • Confirmation that the project is feasible before spending significant funding • Consideration of the strategic internal and external drivers for the project • Assessment, comparison, and contrasting the costs and benefits (both monetary and nonmonetary) of choosing one course of action over another. You are part of a management team that has identified a program/quality initiative/project or an opportunity for improvement. For example you could create a business case for: 1. Implementing a new electronic medical record system that links the clinics, physicians, and hospital records 2. Reducing ventilator associated pneumonia 3. Develop a new service line You decide that the quality initiative will require the purchase of capital and minor equipment, and operating expenses to implement. The program/quality initiative/project will also require the addition of personnel. You are the leader of the team and are challenged to begin the preparation of a business plan to present to the budget council. Create a business case for the proposed initiative. As part of the business case, include a cost benefit/effectiveness analysis, following the rubric below. This assignment has a four page limit, not including the title page, References, or appendices. Grading Rubric: _____/0.5 In the first paragraph, introduce the change proposed and what the desired outcome is (why are you proposing the program/initiative, etc…)? Use a thesis statement to let the reader know what to expect in the proposal. _____/7.5 Include the following elements in the plan: • Executive Summary (summarize the “talking points” to get your message across to busy executives. If they could only read one page or less, this should be the “go to” information to support why the project should be pursued (one page or less). • General Description of the project. More information may be shared: o Convincingly argue the proposed change o Support the proposal with well-grounded facts and figures/provide verifiable and quality references. • Market analysis and plan. What are external common sites doing? How do we compare with benchmarking against others? • Financial model and plan: o What is the expected cost of the plan? Consider personnel (to implement/to educate/to leave routine role to attend educational classes/cost of capital and minor equipment/supplies, other). o What is the expected cost of not doing the plan? This is the “cost of doing nothing”…what opportunities would be missed? What concerns would not performing the project present? o What is the benefit of the project versus the cost of the project? Does the potential value from the project outweigh the cost/effort to implement the project? • Organizational structure: o Describe mission, values of organization (you may make these up for the assignment). Does this project “fit” with the organization’s mission and their strategic plan? • Operating plan: o Integrate the elements of the proposed project.  Describe project plan approval process  Define implementation process. Who are the stakeholders? Who should take part in the project/initiative?  Create a forecasted timeline to use to keep your project on time. • Evaluation plan (how will you assess if you met your intended goal?) o What are objective outcomes expected? o How will you measure the outcomes (how will you be able to know if you have “met” your desired goal? _____/2 Scholarly writing (including APA format, grammar, spelling, etc….), creative, and original. _____/10 Total Points Submit your business case to Turnitin.com (see directions in Student Resources).
