The aggression theory is devised in a manner that both international and domestic orders are similarly based on the fact that they are all based on a set of rights. The theory, therefore, associates bases its conclusion on the latter. Walzer, however, points out that domestic order may not necessarily be the same as international order. He argues that conflicts affecting international order may lead to the collapse of all global affairs which in the long run brings about an end to local/domestic order. This being the case, international order thereby should be considered to have substantial power over local order. Any conflicts contrary to this are ruled out as this is considered as a violation of political community rights.
