A lot is being said concerning the world coming into a multipolar phase in worldwide governance, true to this, these BRICS countries have risen in power and China is the most powerful. These countries have risen into power mainly due to the non-flowing economies in the US and Eurozone. With these stagnations, the BRICS countries are acquiring more expertise, gaining more wealth and taking over power alongside the political powers to attain global advantages (Guerrero, 2013). The financial crisis that exists in the United States has stayed long enough and it is a sign that the US dominance is coming to an end and many see China as the most likely country among the BRICS to challenge the US. According to Bowles (2010), the best theory that explains the rise of the BRICS and globalization is the theory of multi-centered statism.

They argue that globalization increases the welfare of states globally that they can reap benefits of great specialization. Meaning that countries rise and shine globally due to their specializations in trading. I believe that the multi-centered statism is the best theory that best explains the BRICS because it acknowledges that these countries excel globally due to their powerful economies, as the major reason. Last but not least is that the employers have the approval of the government to take in foreign workers. If an employer wants to hire a TFWP, they first have to pass a test of the labor market and get the certificate of Skill and Economic Development Canada (Flecker, 2012). TWFP is a good program as it ensures jobs are performed by people who are competent in it. In light of this, workers all over the world have found their working conditions and rewards affected by the powers of globalization. The best theory of globalization that best describes TWFP is the anti-neoliberal globalism. However, it has been used to bring in a large pool of workers into Canada who are vulnerable. The TWFP needs to be scaled over time and let it regain its original purpose.
