Civil contingencies secretariat defines a control in risk as, the various scales undertaken to make sure that there is a preventative action taken in the reduction of a potential emergence that might occur from a risk and implement strategies that will provide solutions to the impacts of the emergences should it occur in the future (Newsome, 2017). Although a control is important in the reduction of consequences occurring from a risk, it is not exactly a completely formidable solution to the risk. Thus, control only enables the reduction of the impacts from the risk to levels that are tolerable and at other times to levels that are temporary (Newsome, 2017). This therefore inclines that even after the control has been implemented, there is need for strategies that provide a process by which the risk can be monitored.
