In this new tariff regime only US allies Canada and Mexico will be exempted at least in the short term until negotiations on the North America Free Trade Agreement (NAFTA) are concluded. The Trump administration has conceded that a window for exemptions is open to other countries if they agree to change their trade policies with the US. The Trump administration has justified the tariffs on a national security standpoint arguing that an over-reliance on foreign countries for steel and aluminum which are key industrial elements could leave the US badly exposed if a geopolitical conflict with Zhu Zhiqun.
