For instance, the president as a commander in chief can order the armed force to engage another country in the war in times of national emergency. The president is the chief formulator of public policy is tasked to veto bills emanating from the Congress. Whenever the Congress passes a bill, it cannot become a law if the president fails to ascend to the same, unless the two thirds in both legislative house vote to overturn the veto. The president through an annual speech to the Congress, makes legislative proposals that he believes are necessary. In a case where the Congress may adjourn before acting on such proposals, the president can use powers vested on him to call a special session. He came to office after the previous regime was accused of driving the country to a war the masses wanted to leave behind.

Obama also takes after the preemptive structure in the sense that, who had his own place in the Americans political arena. His impact on the US politics was limited to his two terms as failed to further his transformative agenda by convincing the electorate to choose his preferred candidate. He dominated the political scene as a successful president running for office and winning two terms on a transformative trajectory. However, though the masses could feel the impact of his leadership this was short-changed after the elapse of his two terms.
