The Government, the Employees and the Workplace participate directly or indirectly to the institutional and legal strategies for Health and Safety. Employees enjoy the benefits of a safe and healthy working environment but the costs are concentrated on the employer. To this effect, employers only invest in the occupational safety and health of employees to the extent of observing legal obligation. Even though employers’ investment is limited to legal obligation, the government and the safety and health experts only participate partially, which leaves the main stakeholders, employees, excluded from the process. It is under such circumstances that workers join or form labor unions to negotiate for a safe and healthy workplace. "The most violated OSHA Standards include Fall Protection, Respiratory Protection, Machine Guarding…" ("Safety and Health at Work," 2011).
