This move resulted to another problem pertaining the power of the government, a factor that created a huge disagreement between parties. With the creation of the second national bank, that state gained power to tax all the notes that were issued by the bank. From the ruling given by the Supreme Court implied that the Congress had indeed, through the constitution, created a new form of government which had the sovereign power over all the other states. In other words, the problem that had emerged was a bigger one in that the second bank had opened the way to unlimited forms of legislative tyranny (Madison, 1819). In the midst of all these issues, there was an even greater problem which was still not dealt with; the issue of the indigenous communities in the various states.
