As a consequence, key emergency situations are missed, thus compromising the quality of care. Sadly, many health organizations do not pay attention to staffing proportions, and that is when the law comes in to regulate how care is administered. The purpose of this paper is to present a bill related to staffing, identify the issue and its background, assess the economic, legal and regulatory processes that prompted the bill. Also, to identify the stakeholders and their position on the bill. Additionally, this paper will identify the bill’s strengths, weaknesses, threats, and opportunities and how it affects stakeholders and institutions. Furthermore, nurses that are burned out tend to leave the bedside, they are likely to be disengaged and may consider other job openings.

This produces fast nurse turnovers, which are very expensive. The 2015 ANA commentary quotes the typical cost of substituting a nurse fluctuates from $21,000 to $63,000 (Kerfoot & Douglas, 2013). The right amount of nurse to patient ratio affects the span of patient stay by inhibiting unfavorable events which tend to be costly. For example, a study found that adverse drug events increased the length of stay with a cost of almost 11,000 dollars (Twigg, Myers, Duffield, Giles, & Evans, 2015). Hospitals are also affected due to adverse events which affect the economy and reputation of the institution. Additionally, hospitals pay a lot of money looking for per diem nurses to supply the lack of staff. Hospitals have ambiguous feelings about staffing mandatory regulations. Nevertheless, if nurses spread the word that a hospital is not kind to its nurses, they will steer away from that institution.

SWOT Strengths for this bill include provisions such as patients will be safer because they will have more nurse per patient hours invested in them. The hospital would benefit as well due to less chance of incurring mistakes from the nursing staff. The bill also stipulates that Medicare will cover expenses caused by providing care to Medicare-covered patients caused by fulfilling these safe ratios. This issue on the safe staffing bill could affect the Medicare budget by placing a bigger expense on a federal government program that is already burdened by the current health expenses. With the rising number of the population that is aging and requiring more healthcare, comes the high price tag on Medicare (Keller & Leslie, 2017). Conclusion Population growth of this nation plays a central part in the nursing demand. There are not enough nurses graduating from nursing schools fast enough to supply that demand. That is why this bill proposes incentives for nurses to remain longer at their institutions. Nationwide research shows that the proportion of nurse to patient staffing on hospital units influence the capability of staff to provide care safely and adequately.
