Reconstruction was marked by a significant improvement in the Southern Education (Franklin 380). Most of the impetus of reforms in education in the South came from the outside groups such as the Northern Private Philanthropic Organizations and the Freedman's Bureau. These reformers established an extensive network of schools for former slaves regardless of the Southern Whites refuting that education would give blacks a false notion of equality. The period was also characterized by the reconstruction of governments in the South. Initially, the southern Republicans were labeled with derogatory terms such as the "carpetbaggers. There was a striking decline in landownership among the whites from around 80% to 60% by the end of the Reconstruction. Most blacks became tenants of white landowners, and as a result, they enjoyed physical independence from their landlords.
