What’s more, the two parties of the case may differ on the fact of the case and it’s obvious if the two parties don’t agree on the fact of the case, then they will not agree on the relevant laws of the case which could make the application of these laws challenging. There exist so many laws and cases related to those laws in any legal system and in any case, the parties of each side which go through this laws to evaluate the laws that are likely to favor their side of the argument. This is what brings out the differences in opinions regarding the relevant laws that should be applied as each party wants the laws that are favorable to be applied.

It’s not always constant to follow the rule of laws relevant to a case to solve that case as the thoughts of the lawyers and most importantly the judges on a certain case also do matter. In every case, there is always an ideal way to solve it if a dispute arises on the relevant rules that ought to be applied and in this case, the judges could apply their experience and thoughts on the case to solve it (Chayes, 1976). Children’s Internet Protection Act (CIPA) was executed in the year 2000 by the Congress with the main aim of addressing concerns related to the access of harmful content by children over the internet.

It aimed at protecting minors from accessing visual depictions that are harmful like pornography contents as such contents can harm the innocent behaviors of the underage children. The CIPA was a piece of a huge government apportionments approach (PL 106-554). In April 2001, The Federal Communications Commission (FCC) discharged its directions for CIPA. CIPA ensures that schools and libraries keep an eye on the activities these minors conduct online to ensure they don’t engage in harmful activities. What’s more, guided by the Protecting Children in the 21st Century Act, CIPA also ensures that schools and libraries subject to its rules provide education to minors related to the most appropriate online behaviors such as how to interact with other people online and also the awareness of cyberbullying and how to respond.
