While terrorism is a global problem and has been fought by all means possible, the same government that seem to fight terrorism are also in some way involved or part of the terror. 2Terror by definition is fear that is targeting a population and through an ultimatum the terrorists give their demands on what they want accomplished. State terrorism has been in existence for a very long time. Almost every known superpower and economically stable nation has an aspect of terrorism. Is terrorism therefore an integral feature in any government? Basing on terrorism by governments conventional definition of terrorism that is geared towards the scientific research, the fundamental characteristic of any terror attack is usually fear. Tyrannical leadership was apparently very imminent over two centuries ago.

In modern world with evolution of social aspects of life terrorism has been reduced to a mere fear by outlaws who may want their grievances answered. In modern world most governments have apparently dropped the tyrannical behavior or at least reduced it but then maintained the social political terrorism to push forward their agenda. The system of governance across the globe has also changed. Governments across the globe are retrieving back to democracy, the only way to make the government's feared is by terror implications. Concerning the attack, at first the French government acted in total deniability of the events and even condemned the attack calling it a terrorist activity. 9This was like starting a war between France and New Zealand.

The attack was the first ever state attack on New Zealand. While French was testing their military prowess in Moruroa, the humanity interest group was to see the process go through and be stopped. And to force their way France had to clear any obstacle on the way which included sinking the Rainbow Warrior. The United States government played a major role in determining how the middle east wars took place. In the late 1970s the United States sponsored the Afghan Jihadist. These were volatile Islamic conservatives who believed in nothing more than Jihadist wars. 14The United State was acting under the Operation Cyclone which was mainly do created by president Reagan. This funding can articulate lee be contributed to the fact that led to the starting off and installation of Taliban and Al Qaeda.

When a government uses its power to deploy fear or terror among the people in order to pass their motives, it is predominantly referred to as terrorism. While terrorism may only be known as a fact of cowardice among stray groups that may want to jeopardize government operations, it is imperative to understand that state terrorism exists and is very common. A government will always push for their agenda through very many crude means which of course may involve the killing of innocent civilian lives. A good example has been discussed as present above by the both the French and US involvement in wars in other countries. From these analyses, the most apparent idea is that terrorism is basically a way in which governments carry out their missions in areas deemed as stubborn or whenever they need to do something which most people may be against.
