The traffickers do not care about the welfare of the vulnerable people that they exploit tossing them into slavery; they are concerned with increasing their profit margins. Human trafficking by any name is evil, however the shocking thing is that, “…. anti-trafficking activists and state actors have used an inconsistent definition and framing of human trafficking” (Bonilla and Mo 202). I believe this confusion is what has resulted in the continuity of human trafficking in more than 150 years. Yes, the vile practice has been present for that long taking on different faces; nevertheless, the common denominator is the suffering that the victims encounter. Department of Health and Human Services 3). human trafficking was first introduced to the United States as a human rights issue, passage of the TVPA helped usher in the criminal justice frames in the media (Farrell and Fahy 618). The global profits that are accrue from the practice of human trafficking reaches an estimated $44. 3 billion yearly. “…… human trafficking is now the second largest criminal industry worldwide, after drug trafficking” (ACLU Para 22). I believe the practice has grown because the legal system and society has not implemented sufficient action to counter it. Traffickers shield themselves from the legal system by identifying loopholes that they can use to escape justice. Moreover, they also have a lot of money that they use to change their identity and bribe officers. These actions make it hard for them to be arrested and convicted for the illegal action of human trafficking.

These people are often not included in the protections like health, safety, and antidiscrimination laws. This is because they are not regarded as being less vulnerable.
