This restriction was seen to be targeting japan which was the major car producer at the time. It greatly affected japan as its market was reduced. The automobile industry in the United States was not so good at the time so this restriction was to ensure that the industry grows after the car manufactures in the United States raised their complaints. They wanted their industry also to grow and compete in the free market (Edward 1985). Beginning of April 1982 up to 31st march 1984 the United States limited Japan’s importation of passenger cars to 1.68 units per year. This was the quota japan assigned to deliver. After the 1984 restriction expired there was an extension in in the American production plants to maximize their profits. In 1982 Honda was the first to take advantage of this exclusion when it opened a plant in Ohio. Mitsubishi Nissan Toyota and Mazda also opened production plants in the United States between 1982 and 1990. This lead to the elimination of the import restriction effects after 1990 (Benjamin 1999). In a critical essay, elaborate on the costs and benefits of this policy and approach. Is the policy in effect? How have non-US manufacturers responded?
