To factor in and priorities, the communities need one has to develop a vision that is in line with the community needs and Conduct a Community Assessments to get the needs of the community. While these steps are important it requires the community to share their input to get their vision and values; the problem with this the community may have some conflicting views on what should be done to aid in the disaster management. Being able to consolidate the issues that need to be handled may prove difficult with many community personnel participating in the strategy development process (NACCHO, 2018). The public health system to be used may not have the adequate capacity to support the strategic plan and may make it difficult to plan effectively for the disaster management.

Identifying strategy issues so as to prioritize items based on the community assessment and vision is hindered by being unable to tell if some issues can have consequential effects on the community if not addressed (NACCHO, 2018). Standardization of training, procedures and expected outcomes will aid reduce any room for conflict making collaboration effective. Clinical professionals should be assigned their duties in a clear manner to avoid any conflicts leading to inefficiency in collaboration. Once the above are steps are taken collaboration in the implementation of strategies will be successful. Physician Leadership Physicians have a role of leadership to play as they offer services to patients and they need to make sound and effective choices for their patients. To promote leadership roles being taken up by physicians one may implement several methods.
