These programs ensure that older people maximally receive physical, mental as well as health aids. In most cases, most of these programs are state funded and does not depend on the elderly for pay. Usually, these programs are run on the basis of payback for the long-term economic contributions by those in their old stage of their lives. Development, Role of LTC and Challenges They Face Since the late 1950s, Long-Term Care has recently received great attention due to the current growing number of the elderly. According to a WHO publication in 2016, 194 countries have long-term care systems. However, LTC systems have witnessed various challenges in their conducting their operations. Some of these challenges range from institutional, financing and the need to attend to the rapidly rising number of older people.

Financing has been a major challenge in running as well as ensuring that LTC system remains as stable as possible. Out of 194 countries which have adopted LTC system, only a few countries are able to financially support and sustain those systems, according to (WHO). A report by European Union (EU) indicates that there has been a varying prioritization on healthcare and long-term care systems with healthcare receiving a huge budget as compared to LTC systems. This is mainly because within the institutions, old people depend entirely on LTC for their daily survival throughout the whole season of managing their health conditions (Thoma-Lürken, 2015). Today, several changes are being made in LTC. Some of these include; ensuring quality health care service provision so as to lower public expenditure on health.

Application of home care has been in the rising mode to help cut cost, as it has been proved that home care is relatively affordable as compared to institutional care.
