The plan covered individuals earning a high average annual income of $23,540 and below. Those earning an annual average income of $17,656 and below made no monthly premium contributions (Lupien, 2015). The plan provides a cover for all essential health issues for all New Yorkers that have been listed in the Qualified Health Plan. Individuals who are eligible for cover have to be 64 years and below falling between the 138-200 percent of the FPL. The coverage includes in-patient care, out-patient healthcare, preventative care, primary and specialist care, ambulance services, different types of therapy and even prescription drugs (Lupien, 2015). Although the Essential plan is meant to increase coverage to those individuals that are not covered by Medicaid, the plan has also created some issues in the healthcare industry.
