Procurement management provides the basis of which managers can employ in creating efficiency of business operations and engaging other stakeholders (Pinto, 2007). This business report offers an in-depth analysis of the procurement practices that were used during the WiFi Reach Project. In this case, the supplies requirements would be determined by the network engineer after surveying all the sites that would be installed with the new technology.

In the process of implementing their action plan, the project team encountered the following complications in the following areas: 2. Government Corruption Public procurement is a process that involves various departments required to authorize and determine the flow of finances. Due to the questionability of the ethical and moral standing of many public officers, occurrences of corrupt activities will emerge in the attempt to satiate personal desires instead of acting in the goodwill of the public (Georghiou et. al, 2014). The suppliers are required to attach documents requested with the questionnaire that help in determining the overall capability of their organizations in upholding the obligations once the contract is signed. For instance, the audited financial statements are required to be attached for verification of the financial capacity of the firm to supply large amount of resources whenever required irrespective of the payment status.

Others include certificate of insurance, policy documents, and legal operations certificates (Lysons and Farrington, 2006). The nature of this process meant that the project team could not efficiently scrutinize the PQQ forms from the potential suppliers within the specified period. A total of seven experts picked from different platforms in the healthcare and technology industries in the project team were tasked with this responsibility. Internal engagement of parties that will use the goods ensure that the value of the procurement process is understood and reflected in the deliverables that the project team is required to do. The decision by the board team to select MIL as the supplier for the big project is questionable considering that the company had not been involved in similar projects in the past. However, this can be argued against to offer them the benefit of doubt. The different types of contracts in procurement are based on the payment schedule or the pricing mechanism that the two parties have agreed on. As such, the three types of contract are a. Cost Reimbursable Contract b. Time and Materials Contracts c. Fixed Price Contract c. Recommendations/ Solutions to the Problems Identified. Despite the gloomy outlook that is presented by the progress on the WiFi Reach Project, there are various terms and conditions that can be inculcated into the project’s procurement management process to rectify the problems being faced.

The following strategies offer the best resolution paths to solving the problems: 4. Anti-Corruption Practices The procurement process occurs in stages that various holistic approaches can be implemented to instill ethical practice and show of integrity by the involved parties. The whole processes should be riddled with measures that limit the involvement of fulfilling the financial benefit of a few parties. The purchase and sales agreement between the buyer and seller is conducted via the internet and network systems that avoid any form of human interaction or physical involvement. Other than accelerating the process of procurement, this strategy also helps in reducing the possible instances for corruption to occur. Since the internet also keeps a record of every transaction and correspondence between the sellers and project team, the auditing process can be easily initiated to track any irregularities during the bidding process and awarding of the contract (Silvius and Schipper, 2014).

To ease the workload placed on the team of seven individuals, the e-procurement process will eliminate the need for physical examination of the PQQ documents, which will be checked on the internet and either authorized or declined depending on the parameters set. Overall, the project board will save on costs incurred on external expenses that ensure supplier adherence to regulations since the centralized system of the process self-regulates to ensure compliance. The essence of stakeholder engagement is that it supports the objectives of procurement management by enabling the procurement team to understand the strategic issues faced by the stakeholders. The process can thus be customized to ensure stakeholders’ expectations are met, value addition to the service delivery that the patients expect, resolve compliance requirements, and offer value addition to the project in the perception of the public (Gatti, 2013).

The following guidelines are helpful when determining the principles to implement during stakeholder engagement; identifying the key stakeholders that will determine the success of the whole project. For instance, during the WiFi Reach Project, doctors are the primary users of the network being created. It was unwise to disregard their input about the project. A site survey questionnaire should also be done to determine the level of capabilities of current systems. Step 3: Problem Resolutions The hiring process for additional engineers and technicians will be initiated to work together in completing the remaining institutions. The project board should liaise with the management of the different healthcare institutions to resolve the hostility experienced by the project team at the sites. Step 4: Service and Maintenance This stage will involve the training of users on how to correctly use the new networks that have been installed.
