However, Texas is not the only state whose constitution receives such criticism. The political situations, which surround the documentation of the national Constitution, were not the same as those that existed at times when the constitutions of the fifty states, particularly the state of the old Confederacy was documented. The constitutions of states are often quite rigid and include a lot of details. Therefore, Texas and many other states often resort to frequently amending their structure, which involves fundamental changes in the governing document. When considering the federal system, which are government systems providing a division as well as sharing of power between a state and a national government or regional governments; the state's constitution complemented the federal constitution. The United States Constitution offers some powers explicitly to the national government and implies a wide range of more skills through Article I. The article I consists of a clause which is also known as the ‘elastic clause' that allows Congress to exercise its powers through offering broad range authority to pass the necessary legislation. The Texas constitutions set forth various functions for which the state is able to maintain concurrent or primary responsibility. Despite the systematic changes in Texas history, there has been considerable continuity in terms of the constitution. The Texas Constitution has similarities with the US Constitutions in several ways, especially in the manner in which the purpose of limiting and arrangements of the government as well as legitimacy.
