Under planning, we identify program goals, conducting a needs assessment, setting priorities for programs, identifying the audiences and writing the training program objectives (elearningDom, 2017). Under design and implementation, it deals with selecting and developing training content, selecting the delivery mode, identifying the resource materials and constructing implementation timeline. Under evaluation, the design process identifies the procedures to measure, planning or implementation and the success and impact of the training program. What are the major components? The major components of the program development model are planning, design and implementation, and evaluation. The three components are interrelated depending on the processes they share. Conclusion “The ever-changing context surrounding Extension work impacts the Program Development Model. These changes include a move from discipline-specific programming to interdisciplinary program expectations” (Garst & Gagnon, 2015).
