This paper is meant to evaluate the effectiveness and performance of organizational health and safety organisations as applied in the construction industry. This research will also be evaluating how these safety programs lead to improved health and safety of workers in the construction industry. Training programmes and strategies at workplace has taken a key course and management of firms are considering adopting awareness creation to their employees in order to ensure full implementation. These programmes help in reducing damages and unnecessary accidents that workers are exposed to as a result of engaging in risky activities and operating at risky hours in organisations. Introduction Today the working environment is characterized by accidents and illnesses and due to this reason many organizations are engaging in activities to sanitize this troubling issue which adversely influences performance and progress towards attainment of organizational desired ends.

This challenge is because mostly the effectiveness of these systems is measured using retrospective parameters which are not concrete in measuring effectiveness, these parameters are aspects like injury rates and the number of accidents occurring, death rates and the severity of injuries for workers. These are not sufficient by themselves to measure and evaluate the effectiveness of OHS systems. Going by these indicators it is very easy for one to conclude that the organisation safety environment is in good order when in real sense this might not be the case. There not being occurrence of accidents or injuries conspicuously shouts and sends some good sentiments that the workplace safety environment is okay but workers might be suffering from other unseen hazards impacting their health negatively and at the bottom line impacting productivity negatively, (Cheng & Skitmore, 2005) this therefore being the case it is prudent that there is a great need to come up with informative and exhaustive parameters for measuring and assessing the quality and effectiveness of the Organisational Health and Safety management systems factoring in all the indicators in the workplace environment i.

e. both lagging and the leading indicators. The evaluation criteria or methodology will be pegged on comparing particular indicators and the specific criteria attributable to their measurements or realisation and those that are closely related to workplace health and safety practices in the construction industry, (Teo & ling, 2006) This is meant to assess the performance effectiveness of workplace health and safety management system a sample adopted from construction industry and companies selected randomly. The sample size was composed of six construction companies dealing in oil. These companies under study had embraced the OHSMS system for quite some time and it was a nice ground to study in order to evaluate effectiveness of these systems for the time the organisations had started to implement them.

Data was collected from these companies by the use of questionnaires and upon gathering of data the data was then sampled and analysed through coding to get a concrete decision on the deliverables of the study. The best thing for organisations to cub the damages and the frustrations emanating from poor workplace environment is to invest in improving the quality and the standard of the OHSMS. (Teo & ling, 2006) With better and improved health and safety practices reflected in good performance organisations will be able to realise production competitiveness and also boast positive employee attitude and faster growth. Organisations should be at the forefront in coming up with proactive measure that not only help in reducing the risks and uncertainties at the work place but also promoting socioeconomic growth and fostering high productivity in organisations.

To be proactive means laying down the necessary measures to bridge the gaps that may create loophole or lapses in the implementation of the OHS systems preventing realisation of the desired goals. This will be attained when organisations focus both on lagging and the leading indicators to wholesomely fight the lapses of an ineffective OHS system. A happy employee will make their employer happier at a low cost while the opposite is very true. There is nothing that frustrates like an employee with negative energy towards a task, they perform the poorest, (Robson, et. al, 2007) In this study certain elements were noted; that out of the 6 companies that were subjected to this study only them that made serious effort whether consciously or unconsciously to implement the leading indicators were able to realise high productivity and great levels of employee motivation.

The leading health and safety indicators compromising the health and safety of the employees are factors that are attributed to hazardous nature that are not easily seen but influence the health of employees negatively slowly but their effect is very sound once it occurs. The lagging health and safety indicators are associated to fulfilling short-term health and safety goals which are less short-lived while the leading health and safety indicators satisfied the long-term health and safety goals of organisations and thus both indicators were key to forming an effective OHS system, (Robson, et. This study did not give a detailed evidence as to how these two variables are related and how they influence each other. Again I recommend that future research be done on the most appropriate indicators of performance expounding on the two categories of indicators both the lagging and the leading indicators.
