According to Dark brown and Levinson(1978: 74), bald on record strategy is a direct way of saying things, without the minimisation to the imposition, in a direct, clear, unambiguous and concise way, for example "Do X!". There will vary varieties of bald on record consumption in several circumstances. It is because the speaker can have different motives for her/his wishes to do the FTA with bare minimum efficiency.
