Paper on Americans with Disabilities Act

According to the Federal Law on Americans with Disabilities (ADA), discrimination against persons with disabilities is prohibited, they are guaranteed the same opportunities as all other citizens to participate in the main directions of life of American society – the possibility of obtaining work and promotion, the possibility to buy goods and services, as well as the opportunity to participate in state and local government programs and obtain the services they offer.

In 1986, the National Council on Disability recommended enactment of ADA and drafted the first version of the bill which was introduced in the House and Senate in 1988. On July 26, 1990, the final version was signed into law by President George H. W. Bush. In 2008, it was amended and signed by President George W. Bush with changes effective as of January 1, 2009.

The ADA law obliges representatives of all local authorities to provide persons with disabilities equal access to all programs, services, and institutions. This means that under the pre-emptive right to use the district’s transport system, which is managed by the Department of Transport and Development (DTD), all infrastructure facilities for pedestrians should be accessible to persons with disabilities. For this reason, we have developed an ADA modernization plan, which task is to assess all obstacles to the accessibility of infrastructure for pedestrians with disabilities, as well as the identification of programs, the development of a budget, a timetable, and the procedures for eliminating these obstacles.

ADA disabilities include both mental and physical medical conditions. To be a disability, a condition does not need to be severe or permanent. Equal Employment Opportunity Commission regulations provide a list of conditions that should be referred to as disabilities: deafness, blindness, an intellectual disability, partially or completely missing limbs or mobility impairments requiring the use of a wheelchair, autism, cancer, cerebral palsy, diabetes, epilepsy, Human Immunodeficiency Virus (HIV) infection, multiple sclerosis, muscular dystrophy, major depressive disorder, bipolar disorder, post-traumatic stress disorder, obsessive compulsive disorder, and schizophrenia.
