Structural Adjustment Policies in Urban Turkey

The Turkish parliament adopted an amendment to the Constitution, allowing women to wear headscarves in universities, or rather, lifting an official ban on these scarves. Turkish nationalists argue that the government returns the country to the Middle Ages. But the permission to wear handkerchiefs – avant-gardism unprecedented for the Turkish authorities.

For the past ten years, Turkish political life revolves around the confrontation between the nationalists who ruled the country since Ataturk and the Justice and Development Party (AKP) – moderate Islamists led by Recep Erdogan and Abdullah Gul. The essence of the confrontation is that the AKP is slowly shaking the rigid foundations of the Turkish state, built on army discipline and blind submission to the ideology of Kemalism.

Until recently, Muslim believers were forbidden to be with a covered head in the civil service or at the university. However, Islam requires them to always go in the headdress. Theoretically, this also applies to male beards, but in practice, handkerchiefs were banned. For supporters of Kemalism, handkerchiefs are a political symbol, and according to Turkish laws, a civil servant has no right to express his political views.

Women in kerchiefs who want to study and work are, of course, Islamists, supporters of the AKP. But the absence of a handkerchief is also a political manifesto, signifying recognition of Kemalism. Therefore, the army and the nationalists so vehemently resisted this innocent demand. For them, handkerchiefs are a symbol of the fact that there is some other Turkey, not covered by Kemalism. It’s about their monopoly on Turkish identity and about identity itself – about who these Turks are.

Turkey is a highly ideological state and the zealots of Kemalism – the army and the nationalists – are trying their best to preserve this state of affairs.

However, from the direct government of the country, the Kemalists are now pushed aside. The AKP is the first non-system ruling party in Turkish history. In words, the AKP does not argue with Kemalism, but in practice it gradually de-ideologies the state, transferring more rights to local authorities, leading them out of total control and gradually creating their own, new establishment. Having come to power in 1999, the AKP proclaimed its goal of entering Europe and, under the pressure of the West, greatly changed legislation on human rights, in particular the Kurdish minority.
