The Key Events in Campaign Finance Reform

The financing of election campaigns for the election of the President of the United States of America governs the following legislative acts: "On Federal Election Campaigns", "On the Fund for Financing Presidential Election Campaigns," "Covering the Costs of Holding Presidential Primaries," Billardisan Election Campaign Reform Act (BCRA) And a number of others. In addition, the decisions of the courts are important for regulating the financing of the election campaign.

The main sources of funding for election campaigns are:

  • Voluntary donations of private individuals;
  • Membership of political parties and political committees;
  • Own funds of the candidate and his family members;
  • Funds allocated by the state.

The peculiarity of the state financing of the company is that they cannot pay dividends in exchange for financing from the US federal budget. Such financing is possible both at the stage of party nomination of candidates and during the election campaign. The amount of funding depends on the results of the election, nominated or other candidate, in the last presidential election.

Not all candidates can count on state funding. The selection criteria are the amount of funds raised or the result of a party candidate in previous presidential elections.

State support is very significant. For example, for each of the candidates for the post of the President of the USA in 2008, nominated by the Republican and Democratic parties, the amount of state funding in the amount of 84.1 million US dollars was established. At the same time, the candidate from the Democratic Party of the United States, Barack Obama preferred to give up state funding to freely spend all collected funds.

Regulation of the campaign financing system implies a restriction on the number of donations for election campaigns, allocations for various categories of donors.

It should be borne in mind that the maximum amount of donations in cases is not established, but indexed taking into account inflation. It is forbidden to receive donations from persons who are not citizens of the United States, including for a long time in the United States, civil servants and representatives of public administration. Also contributions cannot be made in support of corporate unions, corporations and banks. It is important to mention that due to the latest reforms in the campaign finance, the minimal sum that can be donated is not less than 100 dollars.
