According to the history, 1982 was the year when the federal parliament with nine out of ten legislatures from provinces gave their common agreement for the Constitution Act. This document was considered to bring the constitution home from Britain to Canada in 17 of April in 1982. Quebec was the only one legislature which didn’t give its agreement. Representatives of Quebec refused to take part in this constitutional process of patriation. The reason is that residents of this province believed that this process didn’t match their political issues and concerns. But nevertheless, people often talked about the requirement of bringing Quebec into the constitution. It was thought that this event would finally finish the constitutional problem that had plagued Canada for more than one generation. In the 30th of April in 1987, Mulroney had a meeting with ten premiers in an attempt to be the winner of their final approval for the changes in the constitution. Mulroney with the rest ten premiers reached the constitutional agreement that the Premier of Quebec Robert Bourassa accepted. This event was known as The Meech Lake Accord of 1987.
This Accord was named thanks to the location where the conference took place. So this Accord recognized Quebec as a so-called distinct society. There were some provinces which share with Quebec the other articles and documents included in the Accord. There it was noticed about the greater provincial control over immigration, the right to be outside new cost-sharing agreements without penalties from the financial side, the power to nominate Quebec judges to the Supreme Court of Canada from the members of which the representatives of the federal government would choose. It was the three-year deadline provided. In addition, it was made for the feedback, public hearings, and the approval was launched when National Assembly of Quebec approved Meech in the 23rdof June in 1987. By the way, before they had an opportunity to sign the constitution with the enthusiasm and honor, representatives of Quebec told about five conditions that required to be fulfilled. According to the history, the members of the created organization would discuss these five conditions which were proposed as well as its consequences.
In addition, the first and the most important condition which was proposed by Quebec is the constitution recognition of Quebec as the distinct and separate society even when it will be within Canada.
