Reasons of New Political System Arising

United States Presidential elections take place every 4. They are carried out at three levels: federal, state level and on the ground. Under the constitution the American president is both the head of government. It turns out that one of the branches of government is chosen by popular vote, giving it a special mandate to rule and independence in its activities from the other branches of government. On this basis, the American system of "checks and balances" is built. It is when the executive and legislative branches are independent of each other. The independence of these authorities is emphasized also in the sense that under the constitution the president cannot dissolve parliament, cannot declare early elections to the parliament.

In the US, the existence of two independent branches of government does not mean that the president-elect will have a majority in the legislature. Therefore, a second aspect is that the president is from a certain party, but it may not have a majority in one chamber or in both chambers of Congress.

The Electoral Institute

Now the question of the electors is one of the most controversial and debated in the United States. Critics point out that the existing system can give failures, because it is not directly but indirectly. At various times proposed to unify the electoral process reform, the transition to direct democratic vote, but the question is still open. On the one hand, the reform would require new amendments to the Constitution, which is not so easy to implement. On the other hand, there is a contradiction between those in favor of reform and supporters of states ‘ rights, who believe that states with small populations should have some kind of a voice, and the electors, give them a real opportunity to influence the outcome of elections. In other words, many believe that the system of formation of electoral groups gives more rights to the states.

In turn, the supporters of the reforms just pay attention to the fact that the presidency - it is a national institution, so the president should be elected by the entire population, rather than the states. Thus, the president of the electoral system in the United States is complex and not entirely clear, because the voting process is not uniform, making it difficult to count the votes at different stages. If you approach this issue carefully, it is possible at all stages to reveal a large number of errors, deliberate or unintentional fraud in the voting and counting of votes.
