Attempts at Internet Censorship

The material which is considered to be illegal or harmful is subject to Internet censorship in many countries of the world. The examples of such material can be political talks, promotion of racial hatred or pornography. Governments continuously attempt to legislatively restrict the access to unsuitable material.

The policies of governments concerning the restriction of certain content can be grouped into four categories.

The first category consists of policies encouraging Internet industry self-regulation and voluntary use of filtering or blocking technologies by users. Canada, Great Britain and many countries of Western Europe use this approach. It is also the current approach in New Zealand. In this country offline classification and censorship laws are applicable to content on the Internet. The countries named above apply general laws to illegal Internet content, for instance to child pornography and provocation of racial hatred. The content which is unsuitable for children can be made available on the Internet. The governments support the use of the equipment with the help of which parents can control their children’s access to the Internet.

Criminal law penalties relate to another category. These are fines and jail terms which apply to content providers who post content prohibited for children. Some Australian states take this approach. It has also been attempted in the USA, however, in this country there is currently no such Federal Law enforced. General laws apply to the content such as child pornography.

Another category of policies is government mandated blocking of access to content deemed unsuitable for adults. Such countries as Australia, China, Saudi Arabia, Singapore, the United Arab Emirates and Vietnam use this policy. In certain countries it is compulsory for Internet service providers to block undesired material, while in others only limited access to the Internet is allowed through the points controlled by government.

In some countries government prohibits public access to the Internet. This is the ultimate category of Internet censorship policies. Many countries either do not allow general public to access the Internet, or want Internet users to get a license from a government authority before being given restricted access to Internet. One can learn the information about these countries in the report of the Reporters Without Borders called “Enemies of the Internet”.
