How can states expand opportunities for the expression of cultural diversity? The paramount importance is the democracy, equitable development and coordination of activities of state bodies. The policy of multiculturalism is not only desirable, but also necessary, because individuals are different identities that complement each other and cultures are continually evolving, this, the recognition of cultural differences can contribute to the achievement of equality.
Many states managed to take into account the interests of various groups and extended their cultural freedoms without prejudice to its unity and territorial integrity (for example, Malaysia and Switzerland constitutionally recognize multiple identities; India and Spain declare a single national identity, but recognize the pluralistic nature of their multifaceted societies).
