How Successful was Campbell-Bannerman in His Decade

Henry Campbell Bannerman was the Prime minister of the UK from 1905 to 1908. During his career, he was the member of the House of Commons, occupied a post of the financial secretary in the Ministry of War and in Admiralty. Since 1899 Henry Campbell-Bannerman had become the leader of the Liberal Party. In his political life, he adhered to the principles of social demagoguery. Still, there are some arguments if Henry Campbell-Bannerman was successful while heading the government. To evaluate the full significance of his administration we should consider such notion as “welfare state”.

In the mid-twentieth century, most Western countries formed a model of the socio-economic and political system called "the welfare state". It assumed a key role of the state in the social protection of poor citizens. The concept of the welfare state was based on the principles of equality of opportunity, equitable distribution of national income and liability of companies for the standard of living of those people who were unable to provide themselves. Its main characteristics were the high level of life of the population and socially-oriented state, which assumed extensive functions in the social sphere.

Without diminishing in any way the importance of other social reforms in the UK, it is worth mentioning that Campbell Bannerman’s cabinet has established a firm basis for the future welfare of the nation. For the first time ever in British history, they established a system of state social insurance and significantly expanded the law governing of the employment relationship. Moreover, the state received the right to regulate the wages. It was Campbell Bannerman’s government that legally established the eight-hour day. Campbell-Bannerman’s reforms are of the utmost interest as they were a practical attempt of the national incarnation of the doctrine of social liberalism. Finally, for the first time the English socialists received the opportunity to formulate their social policy concepts at the parliamentary level and implement their ideas within the framework of government reforms.

With the foundation of historical traditions, while updating them seriously, and considering the interests of various social categories, the government of Campbell-Bannerman has made a significant contribution to the formation of the British state as a welfare one.
