Definition of Democracy

Democracy is a political system, in which political power is exercised by the majority of citizens who freely express their will.

This regime of exercising power has been known in history for a long time. State forms of democracy were prevalent even in the ancient world. In the Middle Ages, there were democratic city-states in Holland, Venice, Geneva, and others. Democracy takes its historical path through a series of specific steps, which are recorded by respective theories. In different historical periods the concept of democracy had different meanings.

According to Plato, democracy is the power of envious poor. Aristotle didn’t like democracy either. He considered it as a rule of the majority of poor citizens exclusively in the interests of the majority. It is the worst form of government, because sooner or later because of the low culture of the people it turns into ochlocracy, i.e. the power of the crowd.

Since the time of the French Revolution, democracy is seen as a social unit, rejecting the monarchy and elitism. Since then, the mass of democratic society theories have been formed. In 18th-19th centuries, democracy was seen as a regime that guarantees a set of social and political rights and freedoms: participation in making important political decisions; rights of assembly, associations; freedom of conscience, opinion, movement, or correspondence. This regime was meant to guarantee natural rights of people to life, security, housing, work, and so on. The emerging civil society and the rule of law became the most important conditions for democracy.

Modern Western political analysts see democracy not as a rule of the people, which define the essence of the policy carried out by the state. Democracy, in their opinion, is a system of government, reckoning with the will of the people, which is expressed at the time of the election of the ruling elite.

According to political science, the basic principles of democracy are:

  • People’s sovereignty, i.e. the primary carrier of power is people. All power emanates from the people and delegated to them.
  • Free elections of representatives to the authorities on limiting time.
  • Political pluralism.
  • Guaranteed access of all social groups to political institutions.
  • Control of government by representative institutions.
  • Elimination of political privileges for certain social groups and categories of citizens, institutions, and governments.

Democratic societies are committed to such principles as a manifestation of tolerance, cooperation, and compromise. Democracies recognize that reaching consensus requires compromise and that it cannot always be achieved.
