When learning more about the introduction of the Personal Responsibility Act, it was passed by the California Legislature and Governor Pete Wilson in 1996. It was initiated as a response to the referendum that cut assistance to all illegal aliens and was issued in 1994. When republicans heard about this law, they were encouraged to develop a new federal law that put strict restrictions on both illegal and legal aliens.
Basically, it’s all about a welfare reform bill targeted at putting more restrictions on aliens, both legal and illegal. It included a number of provisions needed to control specific immigration issues, but many historians and politicians agree that some of them were unnecessary and quite hurtful. Republicans started to make their plans for this act when Congress reconvened, and it included many provisions that were targeted not only at severely limited immigrants, but they also could force most of them to leave the US.
This law would make it hard for those people who were deported to enter this country again. To ensure that, there were different plans for more agents to control all borders and airports. Besides, those individuals who wanted to enter the US through seeking their political asylum were supposed to be deported due to new limits on judicial interviews. Another major provision was designed to stop illegal immigrants from looking for jobs because a new system of employers would be developed to help the government catch illegal immigrants from applying for jobs.
This new system would control computers and allow employers check the backgrounds of applicants to determine whether they are illegal immigrants or legal citizens. Republicans planned to add more aggressive measured by issuing this act to prevent even legal immigrants from the use of welfare. For instance, those legal aliens who committed any crimes with a jail sentence over 1 year would be subjected to their possible deportation to the countries of their origin. Another provision is that their rights to appeal would be limited considerably.
In conclusion, the worst of all the provisions included in this act was the allowance to prevent the kids of illegal immigrants from attending public schools in the US. There was another provision for this act recommended and designed to stop immigrants from abusing Medicaid and other systems.
