Richard Henry Lee

Richard Henry Lee was an American politician, a member of the American Revolutionary War, and the 12th President of the Continental Congress.

Richard Henry Lee was one of five sons of Thomas Lee, a descendant of an old family of Cavalier. Richard Henry Lee received academic education in England, at Queen Elizabeth Grammar School in Wakefield, having gone there in 1748. Then, after some traveling he came back to Virginia in 1753, joining his brothers in the possession of the estate left by his father to him, and for several years he was engaged in various scientific studies.

At 25, he was appointed a magistrate in the county of Westmoreland and the same year he was elected to the Virginia House of Representatives, where he worked from 1758 to 1775. His first speech contained a distinct protest against slavery, which he proposed to reduce and ultimately eliminate by the introduction of a large tax on all newly imported slaves.

Lee entered into an alliance with the Virginia Whigs, who had patriotic views, and in the years preceding the War of Independence, he was an opponent of arbitrary actions by the British administration. In 1773, he became a member of the Committee of illegal correspondence in Virginia.

Lee was one of the delegates from Virginia to the First Continental Congress in Philadelphia in 1774. He prepared an appeal to the people of British North America, and also an appeal to the people of Great Britain, which have become one of the most important works at that time. In accordance with the instructions of the Virginia House of Representatives, on June 7, 1776 Lee introduced in Congress the famous resolution on the independence of the colonies. Congress decided to delay considerations and offered to assign the committee for the preparation of the Declaration of Independence.

Lee’s wife illness prevented him from becoming a member of this committee, but his first resolution was adopted on July 2, and the Declaration of Independence was adopted within two days. Lee worked in Congress from 1774 to 1780 and dealt primarily with questions of international affairs. He was a member of the Virginia House of Delegates; worked again in Congress from 1784 to 1787, becoming its president in 1784-1786, and was one of the first United States Senators elected from Virginia after the adoption of the federal constitution. Although he strongly opposed the adoption of this constitution, he accepted the post of senator hoping to add the Tenth Amendment, which was then adopted by a large extent in the form in which it was formulated. Lee left public life in 1792.
