Banning Smoking in Public Buildings

According to the World Health Organization (WHO), each year more than 3 million people addicted to tobacco die the world. Five most smoking countries are headed by Mongolia, where the percentage of people smoking is 68.2% of the population. It is followed by China 67.8%, Kenya, 67.1%, 66.4% and Cambodia and Namibia, 65.1%.

Against the background of these figures, the data on people who smoke in countries of Europe looks pretty good. The country with the lowest number of smokers is the UK, where the number of smokers is 36%. Denmark is not far behind – 38.8% of people smoke here. Notably, the number of smokers in Australia is falling rapidly, if there were more than 54% of smokers in 2002, this number has decreased to 49.9% last year.

Singapore is also a leader in the fight against smoking. Laws severely restrict smoking not only in public places, but also in public transport, one of which is elevator.

Currently, the US and Europe are introducing additional bans on smoking in public places. A number of laws have been adopted prohibiting smoking in restaurants, office buildings, and even in private companies, with more than three employees. Moreover, the failure to comply with the adopted laws entails significant penalties. For example, in the case of the first violation of the law the offender faces a fine of up to $250, when subsequent violations can reach $5,000.

Ottawa is a non-smoking city. By decision of the authorities of September 1, 2001, smoking was banned in all public places, including hospitals, indoor public authorities, restaurants and bars, and private clubs. Allocation of special places for smoking is also excluded. Law enforcement officers ensure the implementation of the ban. The violation of the law costs about 250 Canadian dollars, while the following violations can reach up to 5,000 Canadian dollars.

In Europe and the United States, the persecution of smokers is steadily increasing as well. The US is preparing a new hard bill banning smoking in almost all public places. There are states where laws against smoking are especially severe. In California, for example, smoking is prohibited in all the public areas.

In Illinois and New York, the laws banning smoking are also severe. In these states it is even difficult to find a place to smoke being on the street. Squares and parks, as well as the promenade and the beach are recognized as the areas of a smoking ban. Smokers cannot refer to the fact that they were not aware about the prohibition: there are a lot of posters around, which are reminiscent of the punishment for the violation.
